Template stamping, declarative custom elements, HTML components. Different names for the same concept: code reuse in HTML by applying templating rules.
Since 2007, this feature has been independently proposed 18 times (and that's likely not exhaustive).
In 2024, you still can't repeat some HTML without slathering JavaScript all over your website.
